
Andris (Andy) Antoniskis is associate medical director of Providence Portland Medical Center’s Chemical Dependency Program, a position he has held since 1981. He is a past chairman of the Department of Medicine at Providence Portland. Board-certified in internal medicine (1978) and addiction medicine (1986), he was in private practice from 1978 to 2007. He was appointed a fellow of the American Society of Addiction Medicine in 2006.
Dr. Antoniskis received his undergraduate and medical degrees from the University of Nebraska. He has served on multiple committees with county and state medical organizations and is a past president of the Oregon Medical Association.
Thomas Aschenbrener, Secretary/Treasurer

Tom Aschenbrener is president of Northwest Health Foundation, a nonprofit organization that was organized under his leadership in 1997. Previously, he founded and operated Philanthropy Resources. Mr. Aschenbrener has held a variety of health education and management positions and has served on numerous boards, including the Oregon Public Health Advisory Board, Portland Metro Council of Campfire USA, Grantmakers in Health, and Grantmakers of Oregon and Southwest Washington. In 2005 Mr. Aschenbrener was the recipient of Community Health Partnership’s Public Health Genius Merit Award.
Mr. Aschenbrener holds a bachelor’s degree from the University of Iowa and a master’s degree in medical education from the University of Illinois. He is a graduate of the Duke University physician assistant training program.

A consultant with Oregon Health & Science University’s Child Development and Rehabilitation Center, Shelley Barnes works with families who have children with a recent diagnosis of autism, providing support, resources, and family-centered perspective. She served as a nursing home administrator for Extendicare Health Services Inc. from 2000 to 2004, overseeing an 88-bed sub-acute and skilled nursing facility, and worked in the same capacity for Marquis Companies from 1996 to 2000. As director of clinical operations for St. Vincent Hospital and Medical Center during 1991–1994, she managed clinical operations and client services for the hospital-based laboratory and for three satellite clinic labs.
Ms. Barnes earned a bachelor’s degree in microbiology from Oregon State University and a master’s degree in public administration from Portland State University. She serves on the board of Albertina Kerr Centers.

Barbara Christensen, chief sales and marketing officer for Providence Health Plans, has more than 30 years’ experience in the health insurance industry. Her current duties include managing statewide sales, marketing, and product development for Providence’s commercial, individual, and Medicare programs in Oregon and southwest Washington. Before joining Providence in 1984, she worked with Kaiser Permanente. Previously she was trained as a myofunctional therapist (tongue thrust) and ran her own practice for five years in downtown Portland.
Ms. Christensen holds a BS degree in speech pathology from the University of Oregon and a master’s degree in business administration from the University of Washington.

Robert Gluckman is an internal medicine specialist and chief medical officer for Providence Health Plans. Dr. Gluckman previously served as the chief medical officer for the Teaching Clinics at Providence Medical Group, medical director for the Department of Medicine Faculty Practice, and associate director of the Internal Medicine Residency Program at Providence St. Vincent Medical Center He frequently presents Updates in Internal Medicine throughout Oregon.
Dr. Gluckman serves on the Board of Regents of the American College of Physicians, as well as the ACP’s Medical Practice and Quality Committee. He is active in local organizations and currently serves on the Board of Trustees of the Oregon Medical Association and Oregon Medical Insurance Pool.

As vice president of operations for Marquis Companies, one of the Pacific Northwest’s largest providers of long-term care services, Kathy LeVee oversees 27 skilled nursing and assisted living facilities in five states. She is also responsible for all corporate and facility-level marketing strategies and for the company’s home health/home care unit. Ms. LeVee joined Marquis in 1989 and has been a member of the senior leadership team since 1998, engaged in creating innovative models of care in response to rapidly changing market needs. She also serves on the boards of the Oregon Health Care Association and the Vital Life Foundation.
Ms. LeVee holds bachelor's degrees in health care administration from Concordia University and in communication studies from Marylhurst University. She is a part-time health care instructor at Concordia University and Oregon State University.
Hugh Sowers, Consumer Representative

Hugh Sowers serves on Noridian Administrative Services’ Medicare Part B Carrier Advisory Committee, the Oregon Health Fund Board’s Benefits Committee, and the Yamhill County Board of Health; he is also a healthcare volunteer with AARP Oregon. During his 39 years of military service, Mr. Sowers held key command and staff positions in the Navy Medical Department. He retired as a captain, Medical Service Corps, U.S. Navy, in 1988. He earned a bachelor’s degree in business administration from the University of Hawaii and a master’s degree in healthcare administration from George Washington University.
Robert Swangard is medical director of the Vascular Lab at Oregon Heart & Vascular Institute at Sacred Heart Medical Center and a clinical associate professor at Oregon Health & Science University. He has been in private practice focusing on vascular surgery at Sacred Heart since 1979. After receiving his medical degree from the University of Freiburg in Germany, Dr. Swangard began his residency at Tufts University in Boston and Springfield, Massachusetts, where he became a teaching fellow in 1977. His special interests include vascular hemodynamics, carotid artery disease, venous disorders, and quality assurance.
John Robert (Bob) Williams, Jr., Vice Chair

Bob Williams is a private consultant in healthcare marketing, strategic planning, and policy. He worked at Oregon Health & Science University (OHSU) from 1975 through 2007, with positions in engineering and hospital administration, as executive assistant to the president, and finally in strategic planning and marketing. From 1989 to 2004, Mr. Williams served as associate hospital director and director of strategic planning and marketing for the OHSU healthcare system. He was associate director of the Center for Research on Occupational and Environmental Toxicology from its inception in 1988 until 2003. Previously, he served as associate hospital director for selected ambulatory and laboratory services and for the Casey Eye Institute.
Mr. Williams holds a bachelor’s degree in industrial engineering from Northeastern University in Boston and a master’s degree in business administration from Portland State University.
Jon K. Mitchell, FACHE, President and CEO, ex officio

Jon Mitchell, FACHE, president and CEO of Acumentra Health since 2003, has 30 years of experience guiding complex health systems to higher levels of patient care, operational efficiency, and financial performance. He has influenced healthcare policy at the local, regional, and national levels. Mr. Mitchell served as vice president for university relations and associate professor at Southern Oregon University in Ashland from 2000 to 2003. Previously, he served as president and CEO of Asante Health System in Medford; senior vice president of Kapiolani Healthcare System in Honolulu; president and CEO of Empire Health Services in Spokane; and administrator of Bay Area Hospital in Coos Bay.
Mr. Mitchell has served on the boards of many healthcare and community service organizations, including as chairman of the Oregon Association of Hospitals and Health Systems and of the Washington State Hospital Association. He earned a master’s degree in hospital and health services administration from Cornell University and a master’s degree in business administration from Oregon State University.
